Tutoring Beyond ESSER: Building Scalable Student Support Systems

About the Summit

Pearl’s 4th annual virtual summit convenes district and state leaders at a critical moment for student support. Last fall, Pearl partnered with Whiteboard Advisors to publish The State of Tutoring, a national report examining how tutoring and supplemental instruction are operating across districts and states. One finding was consistent across the research:

While tutoring expanded rapidly during ESSER to address learning loss, the infrastructure to coordinate and sustain student support—and to track quality, outcomes, and return on investment—did not keep pace.

As programs grew across schools, providers, and delivery models, many districts were left without the systems and data needed to answer increasingly important questions: Which students are receiving support? Which models are driving improvement for students? How do tutoring, intervention, and enrichment work together to address unfinished learning? And how do leaders make confident instructional and funding decisions as federal recovery dollars sunset?

This year’s summit builds on the findings of The State of Tutoring by focusing on how districts are strengthening the foundation of student support in a post-ESSER landscape, with state partners playing a critical enabling role. Rather than revisiting the problem, the convening highlights practical approaches to building coordinated systems that hold up over time—where program design, operations, policy, and insight work together to support accountability, improve outcomes, and guide decision-making year over year.
